Law on Local and Regional (regional) self-government (NN no. 33/01., 60/01., 129/05., 109/07., 125/08., And 36/09.) Articles 14 to 17 regulated are questions of cooperation of cities with other relevant local governments at home and abroad. Accordance with the cited provisions of the Charter of the City of Samobor (Official news of Samobor no. 6/09. - Consolidated text) Articles 20 - 22 are determined forms of cooperation with other local and regional (regional) governments. In the previous system, the municipality Samobor with the then applicable regulations has made cooperation with other municipalities and cities in the country and abroad, and the town of Samobor as its legal successor continued largely started cooperation.
In accordance with Article 69 of the Rules of the City Council of the City of Samobor for intercity and inter-municipal cooperation has been established a special committee for intercity and international as permanent working body of the City of Samobor, which monitors and related long distance and international cooperation with other cities and local governments in the country and abroad, and City Council gives suggestions and opinions for the development of cooperation and mutual relations.
The oldest cooperation based on official documents of the representative body of the cooperation with the City of Wirges from Germany, which is based on the Charter of Partnership started in 1974, continuing and meaningful place. Cooperation is realized through various forms, and above all cultural, economic, sports, humanitarian and tourism. This cooperation was most conspicuous during the war when our friends from the City Wirges done some direct donation through various forms of humanitarian assistance and cash donations, which we have just received the last 2004 in the amount of € 5,000. During the visit of a delegation of the City Wirgesa agreed to continue their co-operation by the end of 2009, through the exchange of cultural and sports associations, as well as primary and secondary schools, and special emphasis is given to the development of economic cooperation at the regional level in which to include the Zagreb County . Cooperation has been developed continuously and in 2009 on the occasion of 35 anniversary issued a joint memorandum of cooperation and partnership.

Cooperation with the city of Veles began in 1977 which also adopted a Decision of the Municipal Assembly Samobor, after which they signed the Charter of Brotherhood and ongoing cooperation. This cooperation is based on a cultural event in 1938 when the Macedonian poet hut Racin from Veles published and printed in Samobor first collection of poems in Macedonian language which is marked by a memorial plaque on the former printing house Perkovčeva street in Samobor and the monument to Kochi Racine in the park at Museum. Cooperation with the city of Veles was intense in the earlier period and in particular to develop economic cooperation, but during the war, and because of the well-known traffic issues, this cooperation has lapsed and it was only after 2000 at the initiative of the City of Veles restarted contacts. After 2000, once again came to a halt because of a problem in Macedonia and in the opinion of the Committee, this cooperation continued. With the above problems regarding cooperation should be pointed out that Macedonian society in Croatia and the Union of Macedonians in Croatia continuously celebrates holiday Ilinden in Samobor what helps them and the town of Samobor, and they encourage the continuation of cooperation with the city of Veles. Cooperation is intensively continued since 2006 and developed the most in the field of culture.

Cooperation with the City of Pech started in 2000 in connection with a mutual interest in keeping, maintenance and promotion of artistic creativity academics Zlatko Price. Academician Zlatko Prica was born in Pécs in 1916, and often resides in Samobor, where he makes his home and the permanent resident. In 2005, realized certain forms of cooperation and friendship, and signed an agreement on cooperation. After 2005, the establishment of a joint Foundation Zlatko and Vesna Prica greatest activity takes place over it and each year over the summer at Tara in the house Zlatko Price held a joint art colony, and various other joint programs enrich this cooperation so that in 2009, at a joint session of the Hungarian and Croatian Government's cooperation highlighted as an example of successful cooperation between cities. As the beginning of cooperation between Samobor and Parabiago we can mark the year 1966, when the City Red Cross Society Samobor begins honest cooperation with AVIS, Parabiago. The authorities of Zagreb and Milan have agreed to collaborate on the humanitarian level. Milan is proposed AVIS Parabiago and Zagreb Samobor our Red Cross. The first major encounter blood donors began in 1967 which was also attended by the then President of the Municipality of Samobor. g. Peter Keserica with his closer associates. During 1969 and 1970 there was a sporting encounter between the two cities, and during the Homeland War Parabiago citizens were sent and humanitarian assistance in the form of food, medicines and the like. Thanks to Mr. Carmine Petronella, two citizens of Samobor, sir. Hinko Šoić and late. Cedomil Bastijančić have received high recognition from the organization Associazione volontari Italiani del sangue, and mr. Petrone became an honorary citizen of the City of Samobor. At every meeting, the representatives of the two cities and the Red Cross Samobor discussed business cooperation and twinning of the two cities. 2008 in Samobor was held a discussion between representatives of the two cities which had to be the institutionalization of cooperation and friendship, and the Decision on the partnership and friendship, which was accomplished January 16, 2010.
